It is a joke, plain and simple. No alien embassy was created.
The pyramid pictured (Correctly cpationed as Astana, so not even related to this Almaty non-story.) was created for other reasons (and while we're at it, not related to the Illuminati, as other nutters will often insist online).
In case you care, I live in Kazakhstan, and have written about this rubbish story previously.

Good for a laugh, but sadly too many UFO believers take it as gospel.

It’s one way of sticking one finger up to the Americans, but I suspect it is more about tourism than a genuine expectation of receiving alien visitors just yet. Give it time!

I think Puerto Rico, USA did it first. A few years back a major of one of the southern cities, LAJAS, where many UFOs have been seen constructed a landing driveway for ... alien crafts! http://www.ufodigest.com/images/ethighway.jpg I was visiting when it was inaugurated.
