i've read several blogs and seached video and havn't read a comment from someone who actually saw it…..strange?

Several fronts have been passing through Moscow__ recently, there was an intrusion of the Arctic air too, the sun was shining from the west — this is how the effect was produced.” Well I live in Spokane Washington and I have a picture of a halo cloud taken last June from my front yard. It was close to 90 degreesF no artic air that day.
